The County Engineer is responsible for the supervision of all construction and maintenance work performed on all secondary roads in the county. This office is also responsible for the design and construction of all road and bridge projects on our county road system as well as issuing any permits pertaining to use of the roadway.

Ongoing Road Construction Projects and Updates

Road construction Updates: 09/20/2024

L51

On Monday 9/23 the pavement transition areas on both ends of the project will be milled in and I believe at connecting paved side roads as well (D15), so there will be a bump in those locations. Tuesday the choke stone base and intermediate paving will begin from the south end to the North. Care must be taken for there will be times when this process will leave an uneven lane (3.5”) which if not careful could cause an issue if dropping of the edge or bumping it while traveling. Barricades will be placed on each end of an uneven lane section and advance warning signs will be placed notifying you of the uneven lane. You will also experience sections of road with not centerline striping during the construction of this project, so care must be taken when driving on L51. This process will take place Tuesday through Friday and possibly Monday of next week as well. Once that process is completed, the surface lift will be placed and that should take 3 days.

M25

The traveling public will find that all the paving on M25 has been completed but construction is still not done. The painter has experienced equipment failure but hopes to be back on Tuesday or Wednesday (9/24 or 9/25) to paint the centerline on the project. Edge line will be painted after the shouldering is completed. They will only have an attenuator following them so please watch out for this process, you could come upon them quickly. The granular shoulders will begin to be placed on Monday. PCI will be working from the South of the project to the north. There will be delays since work will be guided by flaggers and pilot car. PCI hope to complete 2 lane miles a day so the shouldering will take place all week. Care should be taken when traveling on sections of road where the shoulders are complete, even new shoulders can be soft.

Road construction Updates: 09/09/2024

L51

PCI will continue installing the subdrain. They are working on the West side of the road and working from the N to South. PCI is hoping to be done Tuesday or Wednesday (9/10 or 9/11). Patching of concrete will take place sometime this week by Tenpoint Construction. The next phases of construction for this project depend on the progress of construction on M25. The traveling public should be aware that the subdrain process does disturb the shoulder area next to the highway and even though the trench is compacted after placement of the subdrain the shoulder area could still have some soft spots.

M25

The pavement scarification was completed on M25 this last Wednesday and Blacktop Service began paving the asphalt interlayer lift on Thursday. The paving is traveling from South to North. The interlayer should be completed Monday (9/9), then will immediately begin to pave the asphalt intermediate and asphalt surface lifts. There is potential for uneven lanes during the asphalt paving process. This project also had the subdrain installed so travelers should be aware that the shoulder could have some soft spots as well.

Road construction Updates: 09/03/2024

L51

The subdrain installation will continue on L51 on Tuesday 9/3 through Friday 9/6/24. Then will return the next week on 9/9/24 and should be able to complete the subdrain on that week. So far PCI has completed most of the Northbound side of L51. They have about ½ of a mile to complete of the Northbound lane on 9/3 the will start on the Southbound lane, working from the North to the South. Placing the subdrain in the shoulder area makes the shoulder softer than normal so the traveling public needs to be careful not to drive on the shoulder since they may be soft.

M25

The pavement scarification will continue North of Galva to Ida County line on Tuesday 9/3/24 and should be done early afternoon Wednesday 9/4/24. The paving of the asphalt interlayer will begin on Thursday 9/5/24 and will pave from Hwy 20 N to the County line. During the asphalt paving of M25 there will be times where there will be uneven lanes. The traveling public needs to reduce their speed and take care when traveling on M25 during the life of this project.

Update July 22, 2019

Godbersen-Smith Construction Company has completed a majority of the granular shouldering operations along M15/240th Street. During the week of 8/12/19, the Contractor is scheduled to complete shouldering and pavement markings along M15/240th Street, allowing traffic to be restored. Additional work remaining before project completion include seeding and general clean-up along both Harold Godbersen Drive and M15/240th Street. Harold Godbersen Drive & M15/240th Street:
Godbersen-Smith Construction Company has completed paving operations along both Harold Godbersen Drive and M15/240th Street. Although minor work remains along Harold Godbersen Drive, traffic has been restored. During the week of 7/22/19, the Contractor is scheduled to install the granular shoulders along M15/240th Street and begin finish grading. Additional work remaining before project completion include pavement markings along M15/240th Street, seeding, and general clean-up.

Update July 8, 2019

Harold Godbersen Drive & M15/240th Street:
Over the past two weeks, Godbersen-Smith Construction Company completed paving along Harold Godbersen Drive and reopened to traffic, and began paving along M15/240th Street. During the week of 7/8/19, the Contractor is scheduled to complete paving operations along M15/240th Street. While traffic has been re-established along Harold Godbersen Drive, minor items of work remain that will have impacts on traffic movements. While impacts are anticipated to be minor, motorists should use caution when traveling the corridor. As a reminder, temporary granular access routes for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street are still to be utilized.

Harold Godbersen Drive & M15/240th Street:
Godbersen-Smith Construction Company began paving operations on Harold Godbersen Drive, completing mainline and most of the intersection and bridge approach hand pours. During the week of 6/24/19, the Contractor is scheduled to complete paving operations along Harold Godbersen Drive and M15/240th Street as weather allows. As paving operations shift from Harold Godbersen Drive to M15/240th Street, travelers are reminded to utilize the established detour route and temporary granular access routes for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street.

Godbersen-Smith Construction Company installed longitudinal subdrain and placed the subbase for paving along Harold Godbersen Drive. Efforts were also made to prepare the subgrade along M15/240th Street. During the week of 6/17/19, the Contractor is scheduled to being paving operations starting along Harold Godbersen Drive. The Contractor is anticipating completing the entirety of Harold Godbersen Drive before moving to M15/240th Street. Temporary granular access routes have been installed for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street. Godbersen-Smith Construction Company continued grading along M15/240th Street and began subgrade preparation along Harold Godbersen Drive. Godbersen-Smith Construction Company was unable to perform work last week as rain created extremely wet conditions throughout the site. During the week of 6/3/19, the Contractor is scheduled to continue grading and install longitudinal subdrain. Update May 21, 2019

Harold Godbersen Drive & M15/240th Street:
Godbersen-Smith Construction Company completed removals associated with the intersection improvements at Harold Godbersen Drive and 2nd Street. Additionally, grading of Harold Godbersen Drive in preparation for subbase installation/paving operations began. Weather impeded work for a portion of the week; however, the Contractor as able to mobilize a pavement crushed to begin pulverizing the old pavement into subbase. During the week of 5/20/19, the Contractor is scheduled to continue grading and install longitudinal subdrain. Temporary granular access routes have been installed for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street. As construction continues, motorists are asked to utilize established detour routes for the duration of the project.

Update May 14, 2019

Harold Godbersen Drive & M15/240th Street:
Godbersen-Smith Construction Company completed additional removals at the CN railway on Harold Godbersen Drive and began grading the off-site portable PCC batch plant location. The Ida Grove City Council voted to improve the intersection of Harold Godbersen Drive and 2nd Street in conjunction with this project. While work will be confined to Harold Godbersen Drive, there may be periods of minor interruption to traffic along 2nd Street. During the week of 5/13/19, additional removals and grading of the subgrade are scheduled to take place. Temporary granular access routes have been installed for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street. As construction continues, motorists are asked to utilize established detour routes for the duration of the project.

Godbersen-Smith Construction Company finished pavement removals on Harold Godbersen Drive and began pavement removals on M15/240th Street. Removal of existing pavement is anticipated to be completed during the week of 5/6/19. Following removals, the roadway will be graded to accommodate future paving. Update April 29, 2019

Harold Godbersen Drive & M15/240th Street:
Construction began 4/22/19 with detour route signage installed and mobilizing construction equipment. Godbersen-Smith Construction Company began breaking up and removing existing pavement on Harold Godbersen Drive. Removal of existing pavement is scheduled to begin on M15/240th Street during the week of 4/29/19. Temporary granular access routes have been installed for the Ida Grove Cemetery, which can be accessed from the east via 240th Street, and Walnut Street. As construction continues, motorists are asked to utilize established detour routes for the duration of the project.

Harold Godbersen Drive & M15/240th Street

Construction on Harold Godbersen Drive, from East 2nd Street to Highway 59/175, and M15/240th Street, from North Main Street to the Ida Grove Cemetery, located along the east side of Ida Grove is scheduled to begin Monday, April 22, 2019. Godbersen-Smith Construction Company of Ida Grove, Iowa has been awarded the construction contract in the amount of $1,049,251.86. Improvements consist of removal of the existing pavement, installation of longitudinal subdrain, placement of granular subbase, P.C. concrete paving, and new granular shoulders.

During construction these sections of roadway will be closed and a detour route established. The detour route for Harold Godbersen Drive will follow Highway 59/175 west into Ida Grove, south along Washington Street, and east along 2nd Street. The detour route for M15/240th Street will follow Landmark Avenue south to Highway 59/175, west along Highway 59/175, and north along Moorehead Avenue and North Main Street in Ida Grove. Directional signing will be installed along the detour routes. Additionally, a temporary granular access for Walnut Street and the Ida Grove Cemetery will be provided. Access to Walnut Street will utilize Keystone Avenue while access to the Ida Grove Cemetery will be maintained along 240th Street on the east side of the cemetery. If use of the temporary granular accesses are required, motorists should exercise extreme caution as they are located within active construction zones.

Construction is scheduled to be completed within 50 working days.

Croell, Inc. completed mainline paving on Friday, May 24. Small portions of PCC paving remain at intersections and driveways. This work is scheduled to be completed during the week of 5/27/19. Operations to follow paving include: milling of shoulder rumble strips; shouldering; pavement markings. Portions of pavement that reach required opening strength are being opened to local traffic as they come available. Following completion and opening of pavement, expect similar construction delays to that of the beginning of the project. Through traffic should continue utilizing the established detour route.

Croell, Inc. began paving operations on 5/14/19 and were able to complete approximately 2.5 miles of mainline paving. The paving operation is moving from the east end of the project back towards the west. During the week of 5/20/19, paving operations are scheduled to wrap up, weather pending. Following the completion of mainline paving, small amounts of paving at intersections and driveways will take place. Shouldering and pavement markings remain before project completion. Sections of pavement that reach strength will be reopened to local residents living along the project (approximately 3-5 days following placement). Through traffic should continue utilizing the established detour route.

Update May 14, 2019

D15: IA 31 to L51:
Cedar Falls Construction Company finished full-depth P.C. concrete repair patching. InRoads, LLC began class 13 excavation, which involves removal of material along the edge of the existing pavement to accommodate future pavement widening. Removals of the existing pavement at the beginning and end of the project, at bridge approaches, and through driveways took place to accommodate paving operations. Paving is scheduled to begin 5/14/19, progressing from the east end of the project to the west. Croell, Inc. is anticipating to complete approximately 1 miles of mainline paving per work day. Immediately after paving, traffic will be unable to utilize the new slab until the pavement gains strength. This is dependent upon multiple factors, but generally takes 3-5 days. While the Contractor will accommodate local residents to the greatest extent possible, expect inconveniences and delays.

Update May 6, 2019

D15: IA 31 to L51:
Cedar Falls Construction Company, a subcontractor to Croell, Inc., continued full-depth P.C. concrete repair patching. During the week of 5/6/19, full-depth P.C. concrete repair patching will be completed, removal of existing pavement, and excavation to accommodate future pavement widening will be performed. Removals of the existing pavement at the beginning and end of the project, at bridge approaches, and through driveways are required to accommodate paving operations. Paving is anticipated to begin next week, 5/13/19, and last approximately 5-6 days. As removals and paving operations begin, expect increased impacts to local access. While the Contractor will accommodate those living within the project limits to the greatest extent possible, there may be periods of closure.

Cedar Falls Construction Company, a subcontractor to Croell, Inc., began full-depth P.C. concrete repair patching. Patching operations are scheduled to continue during the week of 4/29/19. Additionally, excavation along the edge of pavement will begin to allow room for the widening of the pavement surface. Those living within the project limits will continue to have access to their residents, although construction activities may dictate access is only available from one direction. D15: IA 31 to L51
Rockette Trucking and Construction LTD, a subcontractor to Croell, Inc., continued and finished installation of longitudinal subdrain. Beginning the week of 4/22/19, Cedar Falls Construction Company, Inc. will begin full-depth patching operations. Those areas of existing pavement that are highly deteriorated or settled will be removed and replaced to ensure the base for the upcoming P.C. concrete overlay is sound. Those living within the project limits will continue to have access to their residents, although patching operations may dictate access is only available from one direction (east or west).

Update April 15, 2019

D15: IA 31 to L51
Construction began 4/8/19 with detour route signage installed and mobilizing construction equipment. Rockette Trucking & Construction LTD, a subcontractor to Croell, Inc., began installation of longitudinal subdrain. Longitudinal subdrain is installed to ensure the pavement subgrade is thoroughly drained and allow any moisture infiltrating between the existing pavement and PCC overlay to leach out. Subdrain installation will continue the week of 4/15/19. Those living within the project limits will continue to have access to their residents with limited obstruction.

D15: IA 31 to L51

Construction on D15, from Iowa Highway 31 to County Highway L51 is scheduled to begin April 8, 2019. Croell, Inc. of New Hampton, Iowa has been awarded the construction contract in the amount of $1,981,622.76. Improvements consist of patching, installation of longitudinal subdrain, widening of the pavement, resurfacing with P.C. concrete, and granular shoulders.

During construction this section of roadway will be closed and a detour route established. The detour route will follow Iowa Highway 31 south to Correctionville, east along US Highway 20, and north along County Highway L51. Directional signing will be installed along the detour route. For those living within the project limits, the contractor will conduct work to assure the least possible obstruction to access. However, during paving operations, there may be brief periods of interruption as the pavement cures. Those accessing their residence should exercise extreme caution as numerous construction workers and large equipment will be present.

Construction is scheduled to be completed mid-June, weather pending.

Croell, Inc. began mainline paving operations last week, beginning in the City of Galva and progressing westerly. During the week of 6/3/19, mainline paving operations will continue. Immediately after paving, traffic will be unable to utilize the new slab until the pavement gains strength. This is dependent upon multiple factors, but generally takes 3-5 days. While the Contractor will accommodate local residents to the greatest extent possible, expect inconveniences and delays. Through traffic should continue using the signed detour route until the construction activities are completed.

Update May 28, 2019

D15: US 59 to Galva:
Installation of longitudinal subdrain outlets, class 13 excavation (base widening), and removals at the beginning and end of the project, paved sideroads and driveways, and bridge approaches were completed last week. Paving operations are scheduled to begin on Thursday, May 30. Paving operations will begin in Galva and work back to the west. Immediately after paving, traffic will be unable to utilize the new slab until the pavement gains strength. This is dependent upon multiple factors, but generally takes 3-5 days. While the Contractor will accommodate local residents to the greatest extent possible, expect inconveniences and delays. Specific to Galva residents living along the project, Croell will be removing mail boxes effected by paving operations. Temporary mail boxes will be installed and original mail boxes replaced following completion of construction.

Update May 21, 2019

D15: US 59 to Galva:
Installation of longitudinal subdrain outlets, removals of existing pavement at locations requiring transition of the future paving (beginning and end of the project, paved sideroads and driveways, and bridge approaches), and class 13 excavation (base widening) took place last week. During the week of 5/20/19, InRoads, LCC will be completing class 13 excavation to accommodate the forthcoming pavement widening. Paving operations may begin towards the end of the week, weather pending. If paving operations begin, Croell, Inc. is anticipating to complete approximately 1 miles of mainline paving per work day. Immediately after paving, traffic will be unable to utilize the new slab until the pavement gains strength. This is dependent upon multiple factors, but generally takes 3-5 days. D15: US 59 to Galva:
Cedar Falls Construction Company continued full-depth P.C. concrete repair patching. Petersen Contractors, Inc. began installing longitudinal subdrain outlet structures along the roadway foreslope. During the week of 5/13/19, full-depth P.C. patching is scheduled to be completed. Additionally, removals at the beginning and end of the project, at N. Lubeck, German Street, at bridge approaches, and throughout Galva will take place in order to accommodate future paving operations. Paving operations are tentatively scheduled to begin towards the end of next week. As removals and paving operations begin, expect increased impacts to local access. While the Contractor will accommodate those living within the project limits to the greatest extent possible, there may be periods of closure. Your cooperation is appreciated as construction becomes increasingly impactful.

Petersen Contractors, Inc., a subcontractor to Croell, Inc., finished installation of longitudinal subdrain. During the week of 5/6/19, Cedar Falls Construction Company, Inc. will begin full-depth patching operations. Those areas of existing pavement that are highly deteriorated or settled will be removed and replaced to ensure the base for the upcoming P.C. concrete overlay is sound. Additionally, removal of existing pavement at the beginning and end of the project, at bridge approaches, and through driveways are required to accommodate future paving operations. Those living within the project limits will continue to have access to their residents, although patching operations may dictate access is only available from one direction (east or west).

D15: US 59 to Galva
InRoads, LLC, a subcontractor to Croell, Inc., finished pavement scarification (milling) operations. Petersen Contractors, Inc., a subcontractor to Croell, Inc., began installation of longitudinal subdrain along the south side of D15. Subdrain installation will continue the week of 4/22/19. Those living within the project limits will continue to have access to their residents with limited obstruction.

Update: April 15, 2019

Construction began 4/8/19 with detour route signage installed and mobilizing construction equipment. InRoads, LLC, a subcontractor to Croell, Inc., began pavement scarification (milling) operations. The milling of the existing asphalt pavement serves two purposes: 1) reduce height of the pavement structure to ensure there is adequate space for pavement widening and shouldering; 2) the material generated from the milling operations will be used for shouldering post-paving. During the week of 4/15/19, milling operations will continue and longitudinal subdrain installation will commence. Longitudinal subdrain is installed to ensure the pavement subgrade is thoroughly drained and allow any moisture infiltrating between the existing pavement and PCC overlay to leach out. Those living within the project limits will continue to have access to their residents with limited obstruction.

D15: US 59 to Galva

Construction on D15, from US Highway 59 through the City of Galva is scheduled to begin April 8, 2019. Croell, Inc. of New Hampton, Iowa has been awarded the construction contract in the amount of $3,297,382.90. Improvements consist of milling of the existing pavement, patching, installation of longitudinal subdrain, widening of the pavement, resurfacing with P.C. concrete, and granular shoulders. Additionally, work within Galva will include driveway replacements and ADA curb ramp installations.

During construction this section of roadway will be closed and a detour route established. The detour route will follow US Highway 59 south through Holstein, east along US Highway 20, and north along County Highway M25 to Galva. Directional signing will be installed along the detour route. For those living within the project limits, the contractor will conduct work to assure the least possible obstruction to access. However, during paving operations, there may be brief periods of interruption as the pavement cures. Those accessing their residence should exercise extreme caution as numerous construction workers and large equipment will be present.

Construction is scheduled to be completed early July, weather pending.

Update June 18, 2020

The concrete paving of M-25 has concluded. During the paving operation Cedar Valley Corp used a batch plant located on Hwy 20 approximately 1.5 miles East of M-25. The concrete was then trucked to M-25 using dump trucks. As seen in the picture the dump trucks placed the concrete in front of the Concrete paving machine. The paving machine leveled and vibrated the concrete into its final location. After the paving machine several hand screeds were used to ensure a level smooth concrete surface. After the screeds was a tining and curing machine. This machine places small groves in the pavement to add texture for increased traction between the roadway and vehicle tires. It also adds a sealant to the roadway improving the concrete curing process thereby increasing the concrete final strength. As a note, this machine was made by GOMACO, which is headquartered in Ida Grove, IA. Since the paving has concluded the contractor will begin placing shouldering material this week. The road is still closed to traffic, please follow the detour signs for travel while the road is still under construction.

Update June 1, 2020

During the past week BlackTop Service, a subcontractor to Cedar Valley Corp has been placing a 1-inch thick hot mix asphalt interlayer. Beginning on Monday, June 1st Cedar Valley Corp will begin portland cement concrete paving on top of the asphalt interlayer. They anticipate paving approximately 1 mile per day. Depending on whether it is anticipated the paving will conclude during the week of June 7th. During this portion of the project, the road will be closed to traffic. All adjoining landowners will be unable to drive on the new roadway until the concrete reaches’ sufficient strength. This should take approximately 3-5 days. During this time, the contractor will do their best to accommodate all landowners.

Update May 22, 2020

Construction has begun on Highway M-25 from 220th Street to US Hwy 20. Cedar Valley Corp from Waterloo Iowa was awarded the contract in the amount of $2,713,388.76. The project will involve new hot mix asphalt and a concrete overlay.
During construction, the project will be closed to thru traffic and a detour will be established. The detour route will be upon Hwy 175, Hwy 59 and Hwy 20. For those living along Highway M-25, local access will be provided. There will be short periods of time when the new concrete pavement is placed and curing where access will be interrupted. Extreme caution should be used by those living along the highway as numerous construction workers and large equipment will be present. Also, when the new concrete is curing damage could result to the new pavement and vehicles.

June 25, 2020 Update

We are nearing the end of this project and look forward to being able to open M31 soon. Paving operations are complete and we are continuing work with final ditch shaping and shouldering operations as some of the last major items requiring large equipment on the road.

With that we do ask visitors on the site to still exercise caution as we do have several smaller operations to complete. Installing signs and mailboxes, placing pavement markings, and seeding ditches are amongst our final punch list type items.

We are well on track to finish with these items and open the road to traffic by the contract end date of July 31st. We look forward to opening M31 back up for use soon and hope the project meets everyone’s expectations and continues to serve the community moving forward for years to come.

October 30, 2019 Update

Due to impacts from farm and other traffic to the prepared subgrade we will be fully closing down M31. These impacts range from contamination from spilled crops and damage to the grade from overloaded equipment, as well as excessive speeds.
This is to maintain the quality of the road, as well as maintain safety.

At this point access will only be allowed for residents, and those field entrances which are only accessible from M31.
This traffic will be redirected from the residence to the nearest sideroad and out to either M25, M35 or surrounding gravel roads.
All other traffic will be considered trespassing and will have the Sherriff called, and any costs associated with repairs will be assessed to those responsible by the county.

Closure is in place at 175 and the northern limits of Arthur with additional barricades being placed to the north in the coming days.

In addition, under no circumstances will loading of wagons or grain carts be allowed on the grade, and overweight loads are not allowed from those fields that must access from M31.

August 26, 2019 Update

We are beginning staking and string line operations in Arthur. This means there will be stakes and a small cable along the edges of the roadway that may be difficult to see, especially at night. Please take care around the project and avoid the area if you do not need access. Paving is still on track for October, and we will have an update on that operation next month.

July 10, 2019 Update

Earthwork and grading operations are continuing south of 210th St with our road base being installed as the road becomes ready. We are also closing down the section North of 210th St to Hwy 20 to all but local traffic to begin pavement removal on that section beginning at HWY 20 and moving south.
